I've used Alamo. They definitely accept debit cards and do not place a hold on any funds as long as you show return flight information. And I've always had great experiences with them. If you register as an "Alamo" insider, they give you some great deals. I was in San Francisco for an entire week and my rental cost me about $150 for the entire week (7 days)...I've always been very happy with Alamo (sounds like I work for them!)....
