Trustee Not Following Court Order?

We got a modification to make our mortgage payment outside the plan and the Trustee was supposed to send funds from July and August (paycheck garnishment) to us to get caught up on arrears....2 months worth. Well his office disbursed all of July's receipts to other creditors, over $2300. I sent an email to our attorney's paralegal but I think we are screwed now. I will let you know what happens but I don't understand how the trustee can simply ignore a court order, which even I can read and understand.
