Help. Converting to 7? Can anyone help me understand?

Can anyone explain converting to 7 from 13?

We killed ourselves and have gone without medical care to pay our mortgage every month and the mortgage co is now saying are 4 months behind but my bank record and checkbook show the truth.

I posted before that my husbands old beater died and needs 4k in work.

The timing here is obviously unbelievable.
No way in 13 can I pay these 2.

I'm ready to throw in the towel.
But how do I know if I even qualify? I tried to Google it and ended up even more confused.

No comment on the person that I spoke with at the atty's office about this.
It's a gamble when you call there.......
