You can file bk on any deficiency balance that you owe on the home.
If you want to give up the home, chapter 7 is the better option.
The over/under median number is only the first step of the means test. If you can show that you don't have any disposable income, then you qualify for a ch.7.
If you do show disposable income, then buying 1 or 2 new vehicles (with payments) will probably add enough expense to allow you to qualify for a ch.7.
