I talked with a attorney two months ago and he told me that $450 a month for a car payment was allowable here in Washington state.

The starting point will be the IRS allowed car ownership expense, which is $496.
That doesn't mean you cannot go over that amount, but once you start pushing $700+, you will get push back from the trustee and court.
Also, it depends if the payment is a purchase or a lease. The reason you can go over is that the means test allows you to deduct "secured" claim payments, so if you have a car payment over $496, you can claim that on the means test showing that your creditors are not disadvantaged. If its a lease payment, you get capped out at $496. However, this area is where they "art" of the chapter 13 comes into play. There is no "maximum" car payment in chapter 13, what you can claim depends on your specific circumstances, so hopefully you have a lawyer that is experienced and doesn't do cookie cutter chapter 13's.
