I've been in a Chapter 13 since Oct 09. I am only paying back my secured debt and my attorney. I only owe $2900. Can I pay this off in a lump sum? Only 1 of my unsecured creditors filed a claim of $650.

You're in a good position. In order to get out of a Chapter 13 early you have to pay the unsecured creditors 100%. Thankfully only one filed a claim and it's for a small amount.
Contact your attorney and tell him what you would like to do, and he'll be able to get a payoff amount for you.
