Would it help to have agreements with creditors to pay less than the amount owed before entering chapter 13 where I have to state how much I owe them? I dont know much about either of these processes, so Im just tossing thoughts around. Thanks.

Are you saying, you want to make a deal to settle for a certain amount, then put that amount on your BK petition? If yes, I would have to guess that you can not do that, due to the fact that when you cut deals for settlements, the creditor will only hold those agreed upon amounts for so long, like 60 days. Most Bks last 3-5 years When you make settlements, the creditors generally want the balance paid off ASAP.
