Determining car value or trade in

While factoring out a Chapter 13, do we factor in the outstanding loan balance or the trade in value?

Two cars. both with a combined loan of 43k. Trade in is around 35k.

Both financed or 7 years.

I would love to use the trade in value. It is usually like nothing, in comparison to Private Party Value from KBB.COM

Each district and state court has their own policy, but the one that comes up most often is the one I listed above.

Use KBB.com, and use Private Party Value, and choose FAIR, for condition.
