I know you have to use your gross income for the means test, but does your disposable income subtract taxes you have to pay out? I'm not sure I'm asking this correctly. What I mean is are taxes counted as an expense?

Yes.
As you can see when you visit the us courts website, you can download the official B22C form to do the test manually.

There are several categories of allowable expenses, including taxes.
