    Can you include amounts owed on utility bills in chapter 13 if you are past due? Has anyone included these in their plan?

    I believe you can, however, during your stay, they cannot cut off your utilities, but you must keep paying on them, or the Court will allow the cut off. 'Hub

      What happens (at least here in Michigan with DTE and Consumers Energy) is that the utility will start a new post-bankruptcy-filing account to which your new charges will be assessed. The old account will either be discharged (in a Ch 7) or a claim will be filed on that old account (in a Ch 13).
