Is a successful Discharge permanent, and forever?

Or, can the creditors ever come back to make claims in the future-- say after 7 or 10 years.

Yes, once you receive a discharge, creditors are finished, especially after 7 or 10 years. There might be some legalities that stipulate you would need to pay them if say for instance, you won a multi million dollar lottery, but why would you care at that point anyway.

Once you successfully complete your Ch 13 plan and your case is discharged, whatever debt you owed your creditors who filed claims and whatever debt you owed creditors who did not file claims is gone forever.

If a creditor ever contacts you after discharge and tries to collect money you owed them when you filed, then that creditor can be sued for violating the bk law. Bk judges like to chew up and spit out creditors who deliberately violate your automatic stay during bankruptcy and violate your discharge after it.
