Yes. I think about all districts are the same. If you convert to a 7 then you have to pay your attorney completely up front as well. You cannot have any debt with them when you file a 7.
I thought you could include the attorney fees from the 13 if you go chapter 7. But you have to pay the chapter 7 fees up front....that is what my cousin did.

If you can't afford to make payments in a Chapter 13 how can you afford an attorney for a Chapter 7? Maybe you could go pro se on the conversion - all you would have is the filing fee.
This issue is entirely up to the attorney. The court really has nothing to do with. Most attorneys will charge you something for doing a conversion, others don't. It really just depends on the level of service.
As a flip side to Kornellred's comment, if you haven't been paying the trustee, then you probably have some money laying around
