I tried to open an Ally savings account... and was denied due to Reason: In an active Chapter 13. It's not a big deal; I have two other savings accounts. But I had no idea this could happen. Also, they referenced Chex Systems in the letter, so am I now blackballed from opening any new debit accounts for the next 5 years? That's disheartening.

There are many places that will open a checking account including credit unions. There are even traditional banks that use Chex Systems that will still open an account regardless of the bankruptcy. What most banks look for from Chex Systems is that you haven't had fraudulent activity on bank accounts (checking and savings) in the past and that you don't owe a bank money for a "demand deposit account".
I opened 2 accounts after filing at major banks (SunTrust, Bank of America). Only one credit union refused to open the account due to my filing and said to wait 2 years.
