Yes. That is usually done when an attorney, that has access to CM/ECF and makes a payment. The payment is usually related to the docket entry preceding the payment. You'll usually see this payment when the case is filed by an attorney and you may see if when other things happen on the docket (which require a fee).

The entry above it had to with notice of morgage payment change back in October
When I click on the last entry this is what i showed

Receipt of Application for Redaction of Personal Identifiers() [motion,redact] ( 25.00) Filing Fee. Receipt number . Fee amount 25.00. (U.S. Treasury)
It looks like the U.S. Treasury, IRS, filed something in the case, but the information was not redacted (e.g. your social security number, birth date, or other personally identifying information (PII) was exposed). The IRS corrected this problem by filing a redaction and "paying" the fee.
