When legally you have no disposable income but want a repayment plan

I have SS, so legally I have no disposable income. I understand where I live that "zero disposable income" is applied to calculating repayment plans. But if I could pay the repayment plan (using that non-recognized income), would I be able to? Or in those areas where social security income means that legally you have no disposable income for repayment plans, that anyone with social security as income can never use Chap. 13?

In some states, you are required to include your social security income. Even if you are not in one of those, you can include it on Schedule I in order to show you can fund a Chap 13.
