i live in tampa fl (33604 zip), im not sure if garnishment is permissible in the district im in.
if it is permissible, how likely is it that american express will garnish my accounts?

the amount that they are filing an adversary proceeding over is 10k.

Amex cannot garnish your accounts until they win the AP and get a judgement, but bank account garnishment is legal post bk if they win the AP. (Which as we've discussed, they probably will). In Florida up to $1,000 in your bank account is exempt from garnishment, but everything else can be taken. The bank won't automatically withhold the $1,000 though. You will have to file paperwork to exempt it after your account is frozen by the garnishment.
