This is more out of curiosity than anything else. We were a 7 and got a secured cc a few months after discharge. One of our neighbors will be completing his chapter 13 in September, 2011 (60 month plan) and has not been able to get a secured cc. Does anyone know the rules about getting secured credit while in a 13?
