I used my pacsun card for 60 dollars worth of stuff. I am trying to rebuild credit. Should I make the payment before the bill comes or after the bill comes and let the card carry a balance what will boost my score more.

In most circumstances, most experts say it's best to pay off the card every month.
To understand credit reports and how credit scores are calculated, here's a good FDIC online resource that explains both in plain language - http://www.fdic.gov/consumers/consum...203/ch101.htmlI am not a lawyer and this is not legal advice nor a statement of the law - only a lawyer can provide those.
